On May 12th, 1996, the first African Cardinal - the late Laurian Cardinal Rugambwa visited the parish and blessed the faithful and the construction works of the new church.
Since January 1994 the construction of a new parochial church commenced. On July 3rd, 1997 His Grace Archbishop of Mwanza, Anthony Mayala, dedicated the Church of Blessed Pier Giorgio Frassati and St. Gemma Galgani.
In the Jubilee Year of 2000, the Parish and the shrine became a center for different diocesan and parochial celebrations especially diocesan Jubilee of the Youth. The shrine is among three main shrines of the Lake Victoria Province - Kawekamo, Kiabakari and Nyakijoga.
By the virtue of his letter bearing the ref. no. DM/694/2001 of August 17th, 2001, His Excellency Bishop Justin Samba raised the Parochial Church of Blessed Pier Giorgio Frassati and Saint Gemma Galgani to the dignity of a Diocesan Shrine of Divine Mercy. The Bishop of Musoma also approved the statutes of the shrine.
In November 2015 Bishop of Musoma, Rt. Rev. Michael Msonganzila with Bishops of Lake Victoria Province initiated request to Tanzania Episcopal Conference to raise the shrine in Kiabakari to the dignity of the National Shrine of Divine Mercy in Tanzania.
